Project Management Is the Only Way
Problem Description
In
the UK, according to many respected surveys approximately two-thirds of major
IT projects fail to deliver some of their key objectives on quality, timescale
and budget. More than a quarter of the projects fail completely. The
overwhelming evidence clearly indicates that technology is NOT the most
important failure factor. Instead the real stumbling blocks are found within
the Project Processes in particular ineffective Project Management.
Unrealistic
time-budget estimates, poorly defined objectives, lack of visible-measurable
quality controls and uncontrolled changing requirements are the main
contributory factors in failure of many IT projects. Obviously the on going
increased sophistication in software technologies and methodologies (e.g. OO,
RAD, XP and etc) have not been effective in producing more successful projects.
In fact it can easily be argued that because of prevailing weak management, the
increasingly technological complexity has often become another negative factor
leading to skill shortages, spiralling development costs and proliferation of
unreliable systems.

the answer lies in adopting robust and standardised Project Management with
strong and continuous emphasis on Quality Control throughout the project
lifecycle.

effective Quality Control gates between each of the project phases:
Initiation->Specification->Design->Build->Installation->Operation
aWork within a systematic Management
Framework: Monitoring, Reporting, Escalation Route, Risk Management, Problem
Detection and Controlled Changes.
aContinuous verification of project
status against the authorised Business Case and the agreed Objectives of the
project.
aAdoption of proven Quality
Standards (e.g. ISO9000) and Management Methodologies (e.g. PRINCE2) at all
stages.
aPragmatic Approach toward the use
of IT Technologies and Methods.
aImplement only what is required and
compliant to the required Quality.
