Problem Description

In the UK, according to many respected surveys approximately two-thirds of major IT projects fail to deliver some of their key objectives on quality, timescale and budget. More than a quarter of the projects fail completely. The overwhelming evidence clearly indicates that technology is NOT the most important failure factor. Instead the real stumbling blocks are found within the Project Processes in particular ineffective Project Management.

Unrealistic time-budget estimates, poorly defined objectives, lack of visible-measurable quality controls and uncontrolled changing requirements are the main contributory factors in failure of many IT projects. Obviously the on going increased sophistication in software technologies and methodologies (e.g. OO, RAD, XP and etc) have not been effective in producing more successful projects.
